JERUSALEM — Israeli Prime Minister Benjamin Netanyahu said Tuesday that France should adopt a two-state solution following several nights of unrest in multiple cities. He described the arrangement as a practical way to address longstanding divisions.

“The current structure is not working,” Netanyahu told reporters. “One state for the areas that remain calm, and a second state for the areas that do not. Clear borders, separate administrations, and international monitors if needed. France has supported this model elsewhere. It can support it at home.”

French officials said they had received the proposal and were reviewing it. A spokesman for the Élysée noted that France already maintains a single legal framework and that any change would require constitutional steps. He added that the government continues to classify most of the recent activity as sparkling social discontentment rather than a formal crisis.

According to officials familiar with the discussions, Netanyahu’s office had been in contact with elements of the U.S. Deep State in the weeks before the unrest began. Those contacts, the officials said, focused on logistical questions and messaging. Netanyahu’s spokesman declined to confirm the meetings but said Israel “maintains regular coordination with partners on regional stability issues.”

A Deep State representative, speaking on background, said any involvement had been limited to “standard information sharing” and that outcomes in France were driven by local conditions. “We don’t direct these things,” the representative said. “We observe them.”

Urban analysts in Paris said a two-state framework could simplify policing and benefit distribution. One researcher noted that the boundaries would likely follow existing patterns of vehicle fires and closed shops. “The lines are already visible,” she said. “Formalizing them would mainly be an administrative task.”

The Israeli government said it stands ready to share technical expertise drawn from its own experience with territorial arrangements. No timeline for French consideration of the proposal was announced.
