LANSING, Mich. — In a strictly partisan measure passed by Democratic lawmakers and signed into law Thursday by Democratic Governor Gretchen Whitmer, Michigan will require every woman of reproductive age to wear a full burqa during her state-mandated annual abortion, effective January 1, 2027.

The Reproductive Uniformity and Dignity Act, passed 57-53 in the Democratic-controlled House after a late-night session, establishes a statewide schedule under which each woman must report to a designated clinic once per year for the procedure. The legislation further stipulates that participants “shall be attired in a government-issued or approved full-body covering that conceals the face, hair, and form” for the duration of the visit.

“This ensures privacy, cultural sensitivity, and a standardized experience,” said Department of Health and Human Services Director Elaine Voss at a brief press conference. “The burqa requirement removes distractions and promotes equity. No woman will feel singled out.”

Clinics will distribute the garments at check-in. Women may supply their own provided the garment meets state specifications: opaque black fabric, eye slit no wider than two inches, and no logos or personal embellishments.

Failure to appear in compliant attire will result in a civil fine of $750 and rescheduling at the next available slot, which officials acknowledged could stretch into the following quarter.

The annual procedure itself remains compulsory for all females aged 15 to 50, with limited medical exemptions reviewed by a three-member panel. Democratic lawmakers cited “population management goals” and “reproductive responsibility” in the bill’s findings.

Governor Whitmer’s office released a one-sentence statement: “Michigan Democrats continue to lead on comprehensive reproductive care delivered with dignity and consistency.”

Republican opposition was unanimous, though limited in its practical effect. “I just hope the state has ordered enough fabric,” said Rep. Dale Krueger (R-Alpena).

Implementation guidelines are expected by mid-2026. Clinics have already begun measuring waiting-room space for the additional volume of fabric.
